The anaretic degree — the last of the sign

Every sign is thirty degrees wide, and a placement's exact degree changes how the sign reads. A planet at 29° Libra is not simply "in Libra" — it sits in a particular decan, inside a particular bound, at a late point of the sign. Late degrees carry the whole sign behind them. They are the most experienced version of the sign, and the most aware that the next one is coming.

Astrologers read it as urgency: a sense of running out of time in this department, decisions made at the last moment, and a lifetime of the sign's lesson compressed into one degree. It is also the most experienced degree — nothing about Libra is new to it.
